Maricopa County Housing Stability Rental and Utility Assistance 2 (HSRUA2)

Policy revised March 10, 2025

Effective Monday, March 10, 2025, the Tolleson CAP office as a partner agency of Maricopa County Human Services Department, can assist renter households who are at risk of homelessness, housing instability, or facing financial hardship. Eligible households can receive up to one (1) month of payment which includes past due rent and associated late fees.

Eligibility Criteria:

  • You must be a Tolleson resident to qualify for assistance.
  • Renter Household Only
  • Applicants or Households that received previous ERA Rental or Utility payments may not be eligible for HSRA.
  • Applicants or households that received previous HSRA or HSRUA are not eligible for HSRUA 2
  • HSRA and HSRUA programs were a one-time payment used for either rent, utilities or both.
  • Household income for the most recent 30 days must be at or below 200% FPL.
  • Proof of Identity.
  • Applicants must meet the housing instability criteria or the financial hardship criteria.

For assistance, please contact the Tolleson CAP office at 623-936-2760 Monday-Friday between 8:00am and 5:00pm and a staff member will guide you through the application process.
