City Clerk Crystal Zamora

Crystal Zamora serves as the dedicated City Clerk for the City of Tolleson, where she takes on the vital responsibilities of Chief Elections Official, Legislative Administrator, and Records Manager. With a career spanning nearly two decades, Crystal ensures the seamless daily operations of the Clerk’s Department. Her work includes managing official council proceedings, preparing council packets, ensuring compliance with Open Meeting Law, and overseeing the City’s boards and commissions. Crystal’s duties also encompass public records requests, liquor license applications, notary services, elections administration, city code codification, and legal claims coordination. Her profound understanding of legal procedures, public administration, and interpersonal relations guarantees that Tolleson remains compliant with both local and state regulations.

Crystal acts as a professional liaison between citizens, local governing bodies, and government agencies, keeping herself informed through ongoing education and training to stay abreast of developments in local governance. Her career with Tolleson began in 2005, shortly after completing an internship in the Community Services Department while finishing her degree. Over the years, she has been a vital asset to multiple departments, earning a promotion to Deputy City Clerk in 2010 and advancing to City Clerk in 2015.

As a proud Tolleson native, Crystal’s passion for serving her community is reflected in her academic achievements, which include a Bachelor of Interdisciplinary Studies in Public Administration and Political Science and the prestigious Master Municipal Clerk designation from Arizona State University. Crystal’s extensive knowledge of municipal governance and her commitment to transparency and ethical conduct contribute to the City’s success.

As a Certified Election Officer and Certified Municipal Election Official, Crystal is an expert in all facets of election administration, promoting public confidence and ensuring that voting processes run smoothly. She is an active member of the International Institute of Municipal Clerks (IIMC) and the Arizona Municipal Clerks’ Association (AMCA). Her leadership extends beyond the City Clerk’s office, as she has completed leadership programs such as Valle del Sol’s Hispanic Leadership Institute and the AGTS Supervisor’s Academy. Her dedication was further recognized with the City of Tolleson’s Diamond Award.

In addition to her professional achievements, Crystal serves on the City’s Wellness Program Committee, promoting employee well-being, and is a committee member of the Tolleson Women in Leadership (TWIL) group, which fosters diversity and equality within the workplace.

Outside of work, Crystal is devoted to her family. She is married to her husband, Art, and together they have two daughters. The family enjoys spending time outdoors, participating in adventurous activities, and playing volleyball. Crystal’s passion for community and family defines her both personally and professionally, making her an invaluable asset to the City of Tolleson.
