Speaker Request Online Form

  1. Thank you for your interest in the City of Tolleson public meetings!

    All citizens and interested parties wishing to speak before the Council or Board regarding non-agenda items or during a public hearing shall fully complete a Speaker Request Form and submit the form(s) online at least one hour prior to the start of the meeting. Speakers are not required to disclose their identities or personal information.

    Note to the Speaker: The public body reserves the right to limit the amount of public testimony, either in number or by limiting the time allotted to speak. It is highly recommended that, should you be among a large group of people wishing to speak on the same issue, a spokesperson be chosen to speak for the group. 

    - The purpose of public comment is to allow input on issues. Remarks should be directed toward the issues, and comments shall not be repetitive of other comments.

    - At the meeting, Speaker Request Forms must be submitted to the City Clerk no later than the Final Call to Submit Speaker Request Forms on the agenda. Please complete one form for each item you want to address.

    - Unless the time limit is waived by the presiding officer, the speaker’s comments are limited to three (3) minutes.

    - When the presiding officer recognizes you, please approach the lectern stating your name for the record (if you wish to do so), and speak loudly enough so it will not be necessary to interrupt your address to the public body with a request that you do so.

    - If notes or handouts (brochures, pictures, maps, etc.) are used, please provide a copy to the City Clerk.

    - Under the provisions of Open Meeting Law, pursuant to A.R.S. § 38-431.01.H, action taken as a result of public comment will be limited to (1) responding to criticism; (2) directing staff to review the matter; or (3) asking that a matter be put on a future agenda.
